September 30, 2006 - WBDN - Don't Discipline City Officials.pdf - note that the memo implying the cover up was released to the press by the HCRG, but the implication that Mayor Henke and Alderperson Wayne Rusniak benefitted from the cover up is strictly conjecture by the news paper.
